This is a behind the scenes and screenshot from the episode The Last Sports Candy, where Chloe had to ride a 19th century high wheel bicycle.
The bicycle was attached to a frame so it didn't moved forwards. Only the camera and the CGI background moved (backwards). The high wheel was a bit above the ground and was spinning when the pedals of the bicycle rotated. The small wheel was on an auto-rotating roller so it was also spinning. Details!
It was only on screen for a few seconds though.
