Even as a Demi hater *shot* I'd day those aren't cuts on her wrists. Looks like gel bracelet stuff, but she must wear ones that really run (I wear my purple and black ones nearly everyday and they don't leave marks)

And I highly doubt Disney would keep a cutter as one of their high profile stars.

Even still, the line stops at the bottom of the wrist, and i know the bracelets tend to go all the way around the wrist.
