The way to play these games online is using an emulator with Kaillera support. Kaillera is the program that lets you play online, it also has Server method and a P2P method; P2P method requires something separate. Here's a list of emulators with Kaillera support:

There should be guides for these programs. However, the only guide I looked up was MAME. :)
I also want to see if anyone's interested in giving this a try. Got this idea when Zafa and I were talking about the Simpson's Arcade game. The first time we played it though, it was unresponsive, we were desynched. It needs a few more tests (Note: Stuff to try: keyframes # and P2P hosting).
