Original it's based off of. I love it when I'm working
on a few other things and this just pops up and
I just gotta do it. I was listening to music in the background
as it was autoplaying. 80's style Steph.

Forgot the scene I got Steph from. I made a bunch of screen shots not
sure which one was going to fit just right for the image. Lazytown Extra of course.

Okay now I'm happy with it. Worked more on the Lazy fm text and added some stuff.
        Already updated the OP.

What software did you use to create a cartoon style?

I found Photo To Cartoon software, that I downloaded a while ago, when sorting out my files. Relevant to the conversation. Tried some photo, not the best quality, output is different every time.

Click image for larger version Name:	210-8.jpg Views:	0 Size:	1.88 MB ID:	192088

Seems the website to download the software is no longer there. Only in archive:

It was a bit of a process. Using Cartoon under the Stylize in Adobe After Effects gets you only so far.
            Here's how I did it

Isolating the head in After Effects using the pen tool. Then loading it up in Photoshop.

Click image for larger version Name:	IndexColor00.png Views:	0 Size:	198.8 KB ID:	192090 Click image for larger version Name:	IndexColor01.png Views:	0 Size:	46.3 KB ID:	192091

Removing as many colors being rendered using Indexed color. Basically going back to old school VGA graphics heh. (or low color bit gif)

Then loading the head back into After Effects and doing Cartoon and Change to Color option
to the lighter skin tone area with that of the body color of the target image. So the colors all match up.

Click image for larger version Name:	Steph-80s.png Views:	0 Size:	269.2 KB ID:	192092

Then exporting it back out and loading it up to Photoshop and using
the Smudge tool to smooth out the imperfections and shading
and a little bit of touching up

Click image for larger version Name:	Steph-80s-Final.png Views:	0 Size:	267.5 KB ID:	192093 Click image for larger version Name:	Steph-80s-Final02.png Views:	0 Size:	267.8 KB ID:	192094

And that's it a clean up here and there and wallah

Click image for larger version Name:	Steph-80s-Final02-Crop.png Views:	0 Size:	253.6 KB ID:	192095

There's probably an easier way but I didn't look up any more
advanced tutorials and just experimented on my own.

After I shooped out the bracelet on the left arm I completely forgot
to smudge down the black border on the outer part of the arm. 🙄

Yes, Adobe. Already thought about that one.

I bet newer version of photo-to-cartoon uses AI to create that style. Perhaps there's a free version somewhere.

You should try to do Index the colors reducing the amount of colors then using that Cartoon app see what happens.
Probably come out better like it did in After Effects.

I prefer the After Effects and Photoshop method.
I did adjust the settings and those are the best
                          cartooned versions I could make.

Yeah that Photo to Cartoon does really nice on background scenes.
This is a frame right before Steph and Sportacus enter the scene
for the song and dance in Defeeted. One thing I do like is the erase line feature.
There were erroneous lines that looked out of place in the clouds and ground and
it just erases the black line while maintaining the cartoon background.
