It's more likely Steph has the power to manipulate physics because of the fluid state of energy in LazyTown. This has been demonstrated by the energy meter in "The Laziest Town". It has been shown that kinetic energy due to body movement can be transferred almost instantaneously through space. It therefore stands to reason that the gravitational potential energy of the cards could be manipulated in such a way as to defy the natural state of disorder.
