What do you mean by decode?
Do you just want to play it, to extract the audio, or to re-encode it?

Extract the audio. I can play the file, but there's no sound.

But you want to extract it rather than just find out how to get the sound to work?

Try VLC Player first. It'll do pretty much everything straight out of the box.
