The Russian Defense Ministry has confirmed the Russian Navy launched a Bulava ballistic missile on the same day, but has declined to make any connection with the lights seen over Norway.

It confirmed the missile was fired from the "Dmitry Donskoi" nuclear submarine, but would not comment on the submarine's location at the time of launch.

I doubt the one of the lowest of the poor nations as the Democratic People's Republic of Korea would have anything as sophisticated as a black hole missile unless the Russians supplied it. Even then, I highly doubt that crazy Ivan would be that crazy enough to give them one of their own sophisticated weaponry that could be used against themselves.
