I -think- those are the Sportacus, Stephanie and Robbie from the Latin American remake of LazyTown? I've seen other pictures with them.
That said, that picture is taken right off of Google Image Search, is small-sized, and would look awful blown up to cake size (not to say it doesn't look pretty crappy to begin with, imho).
