I was thinking it was probably a contractual album obligation so he just did covers.
Sure enough:

David Bowie's 1973 album Pin Ups was a covers album made to fulfill a contractual obligation with his record label, RCA. It was released just six months after his previous album, Aladdin Sane, and was a "stop-gap" to give him time before producing his next work of original material.

Diamond Dogs was the album that he released after Pin Ups

I probably knew that before but just forgot.
