The R in Toys R Us does stand for are, but that's not why the picture caught my eye.
Toys R Us is a toy store, Hooters is, well, Hooters, and I just thought the juxtaposition of the 2 signs / businesses in the same area was amusing.

Further clarification for foreigners: Toys R Us is a children's toy store, and Hooters is a restaurant chain known for their, shall we say, well-endowed waitresses... so them being listed right next to each other is funny.
