It's a bit a combination of Modern Talking (German) and Italo music.
Many music flows find its origin in Italo. I love the remix creativity and enormous amount of Italo megamixes they made back then and maybe had it roots there. When Italy was great country in the music scene.

After watching this video I had the impression that I already knew this girl. After thinking it over I realized why: this girl looks like a younger latin version of Chloe Lang (at least for me, ):
