On the Menu screen I'm only getting 25 FPS and it's just a static image.

I didn't mess with anything until I tried the game and it was so unplayable. I did Alt-R and brought up the Adrenaline thing and turned on some performance increasing things, but not much help if any.
It does not show FPS in the upper right, just 100% FPS which I assume is the lowest FPS over time. I will try launching it again and see if I can get a screenshot.
Okay was just asking. You can set those options for each individual games. I should play around with it see what it does.

Seems the Windows store automatically grabs a version of Adrenaline that lacks recording capabilities. You have to use the one from the AMD site. I also have to find a way to turn off auto updates for GPUs. While looking for that, I found this......

Changed it manually to use the graphics card. Ran the game and entire screen was just black. Had to kill it in Task Manager, but then Task Manager stopped responding, had to reboot when things were obviously getting unstable. Win11 seems very fragile. Something is seriously wrong with either this card or the software.l i t t l e

I just went through a lot of very weird experiences. Bottom line, I had plugged the monitor HDMI into the motherboard HDMI port instead of the GPU HDMI port. So my stupidity was the initial problem. I did have some system instability, lockups, blinking etc though so I am not sure if moving the cable to the correct port will solve everything.
Along the way I uninstalled Adrenaline and downloaded it from the AMD site and installed. Sure enough I now see a bunch of options I did not have before for recording, including new hotkeys. Now I have to find a way to stop Windows from updating the drivers, or else it will overwrite it with the crappy version again.l i t t l e
