Did he say that? I don't recall hearing it.
But I don't see why we should not think about it really. Just for shits, let's say that JRM will continue to play Stephanie for atleast a little while longer. There is still the time when she will need to be replaced. NEED. And that time is coming very quickly. In my opinion, as you now, is that she as far outgrown the part. And she isn't done yet. What about when she is 21? 25? 30? The time will come (or has come) for her to get das boot.

Actually (and I'm having trouble phrasing this point in a coherant way so I apologise if it's a bit vague), even though it might be a tough search to find someone who is as talented as Julianna, I think a new Stephanie isn't such a bad idea for the simple reason that a lot of the show is about the fact that anyone can become like their role models - as in Sportacus and Stephanie... so if someone else played her, isn't it kind of like that?
