They sound VERY similar. I believe she's English.

Yes, she is. In fact, putting my mind to it, I originally thought someone else did Trixie's US voice because I knew she was English, until I remembered that anyone involved in performing can probably do a lot of accents.

So is Jodi Eichelberger's, but he doesn't dub UK Stingy does he?

Well, Jodi still portrays Stingy, even if he doesn't do the voice. If you look at it this way, the only people other than the puppeteers who have their names on the credits are the people who do voices. So if Trixie's voice was someone else I reckon the name would be on the credits at least somewhere.
